Leal began his baseball career in his native Venezuela, where he played for a local team in Barquisimeto. He was scouted by the Toronto Blue Jays in 1978 and signed with the team as an amateur free agent. Leal quickly rose through the minor league ranks and made his Major League debut on September 1, 1980, against the Cleveland Indians. He pitched eight shutout innings in his debut game and earned a win.

Leal played for the Toronto Blue Jays from 1980 to 1985 and then played for the Texas Rangers from 1986 to 1990. He finished his Major League career with a record of 71-68 and a 4.14 earned run average. Leal was known for his durability and his ability to pitch deep into games. He pitched more than 200 innings in three seasons and led the American League in complete games in 1984. Leal retired from baseball in 1992 and returned to Venezuela, where he became a successful businessman.
