Welch was drafted by the Los Angeles Dodgers in the first round of the 1977 amateur draft. By 1978, he was in the majors, and he quickly became one of the Dodgers' most reliable starters. He won the National League Rookie of the Year award in 1978 after posting a 7-4 record with a 2.02 ERA. Welch played with the Dodgers until 1987, and during his tenure, he won two World Series championships and was named an All-Star twice.

After leaving the Dodgers, Welch played for several teams, including the Oakland Athletics and the Arizona Diamondbacks. In his final season with the Athletics in 1994, he won 17 games and helped lead the team to the playoffs. Welch retired from baseball in 1995, having played for 17 seasons. Throughout his career, he won 211 games, had 1,969 strikeouts, and a lifetime ERA of 3.47. He was posthumously inducted into the Oakland Athletics Hall of Fame in 2018.
