He attended Cal State Fullerton, where he played college baseball and helped lead the Titans to the national championship in 1984. Harkey made his major league debut with the Cubs on July 9, 1988. During his rookie season in 1989, he posted a 12-6 record with a 3.26 ERA, finishing fourth in Rookie of the Year voting. He spent three more seasons with the Cubs before being traded to the Colorado Rockies in 1994. After playing for the Oakland Athletics in 1995, Harkey joined the Anaheim Angels in 1996, where he played his final two seasons before retiring in 1998.

Throughout his career, Harkey was known for his power fastball and command on the mound. He finished his career with a record of 36-36 and a 4.49 ERA in 158 games, including 87 starts. Following his playing career, he became a pitching coach and worked for several organizations, including the Cubs and New York Yankees.
