Tommy Harper began his professional baseball career with the Cincinnati Reds in 1962. He quickly established himself as a reliable player, and helped the Reds win the National League pennant in 1961. Harper was traded to the Cleveland Indians in 1964, where he continued to excel, hitting .295 with 21 home runs in his first season, and leading the American League in stolen bases for three consecutive seasons.

The peak of Tommy Harper's career came during his stint with the Milwaukee Brewers from 1970 to 1975. In 1970, he hit .296 with 31 home runs and was named to the All-Star team. Harper became one of the top base stealers in the league, leading the American League in stolen bases in 1970 and 1973. He finished his career with a .257 batting average, 146 home runs, and 408 stolen bases.
