Rapp's career as a baseball manager began in 1971 when he was hired by the Cincinnati Reds. He led the team to a 79-83 record in his first season as manager. However, the following year, he took the team to a division championship, securing his position as one of the game's top managers. In 1983, Rapp became the manager of the St. Louis Cardinals, where he managed the team for a year before his retirement in 1984.

Throughout his career, Rapp earned a reputation as a strict disciplinarian and was highly respected by his players. He was known for his unconventional tactics, including employing small ball strategies and having his players practice with a ping pong ball to improve their hand-eye coordination. Rapp's contributions to the sport of baseball earned him a place in the Missouri Sports Hall of Fame in 2006.
