After his playing days were over, Campbell remained involved in the sport of hockey. In 1940, he became the president of the NHL, a position he held until 1977. During his tenure, he oversaw expansion of the league from six to eighteen teams, including the addition of teams in the United States. He also introduced many of the modern rules of the game, including the use of a red line and penalty shots.

Campbell's legacy in hockey is not without controversy. He is perhaps best known for his decision to suspend Montreal Canadiens player Maurice Richard for the remainder of the 1955 season and the playoffs for his role in a violent altercation on the ice. This decision sparked a riot in Montreal, and Campbell himself became the target of anger from Canadiens fans. Despite this controversy, Campbell is remembered as a key figure in the growth and development of the NHL, and he was inducted into the Hockey Hall of Fame in 1966.
