During his tenure with the Steelers, Rooney was instrumental in building a team that dominated the NFL in the 1970s, with four Super Bowl wins in six seasons. He was known for his shrewd player drafting, which brought in talent like Terry Bradshaw, Franco Harris, and Lynn Swann. Rooney also played a significant role in advancing the league's policies on diversity hiring, spearheading the "Rooney Rule" in 2003. This rule requires NFL teams to interview minority candidates for head coaching and senior football operation jobs.

In addition to his success with the Steelers, Rooney was also a prominent figure in the league's management. He was elected as the chairman of the league's diversity committee in 1993 and held the role until 2009. Rooney was also a key negotiator in the league's collective bargaining agreements, representing the owners in labor talks with players. He was inducted into the Pro Football Hall of Fame in 2000, and his impact on the sport is still felt today. After his death in 2017, the NFL renamed the Rooney Rule in his honor, and his contributions to the sport continue to inspire generations of NFL executives and fans alike.
